Time Status: Full-time; 40 hrs/weekJob DescriptionATSG is presently identifying candidates for the following INL Academy and Training Advisor position. The INL Academy and Training Advisor will work in partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) on the Central America Regional Security Initiative (CARSI) in San Salvador, El Salvador. The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the U.S. Government (USG) to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts.Duties and Responsibilities
- Provide oversight and strategic direction for INL’s police development and training strategy.
- Serve as the INL liaison to the National Public Security Academy (ANSP). Identify and assess opportunities for authentic cooperation.
- Coordinate with INL Leadership and the INL Citizen Security team on all police training and development issues.
- Oversee the continual assessment of the ANSP’s institutional capacity for police training, vetting, accountability and oversight, career development, recognition systems, reprimand procedures, and institutional reform, among others.
- Collaborate with the ANSP on a long-term police officer training strategy to include basic academy, specialized training, field training, continuing education, and instructor development, among others.
- Work with ANSP leadership to develop recruitment and selection processes that prioritize underrepresented groups.
- Advance efforts to incorporate gender and underrepresented groups considerations into all programming.
- Advance efforts to incorporate ethics, use of force, human rights, and GBV as cross-cutting themes in all ANSP and PNC training courses.
- Advise on intra- and interagency law enforcement coordination, including instructors, PNC academy support, personnel, police managers/executives.
- Formalize information exchanges and build communications networks that facilitate PNC/ANSP training integration.
- Assure new courses follow International Accreditation standards for police training.
- Encourage the ANSP and PCN to develop methods of monitoring and evaluation of all training.
- Coordinate with other INL advisors and projects to ensure that all relevant INL training is synchronized with the ANSP and PNC, including CAM training.
- Keeps the INL Director, Deputy Director, INL Section Director, and other U.S. personnel, as appropriate, informed and briefed on all matters of interest related to the ANSP.
- Prepare and maintains weekly and monthly activity reports to update progress towards INL’s desired outcomes and goals, noting challenges, successes, future plans, and recommendations to INL.
- Oversee the project’s annual spend plan formulation and approve purchase requests for the project.
- Oversee the quarterly strategy update process for the police training and development strategy.
- Contribute to front-channel reporting as required.
- Performs other duties as requested and assigned that are directly related to this Statement of Work.
- U.S. Citizen, MRPT and ATSG background check
- Education: Minimum qualification: Bachelor’s degree in criminal justice, education, or a related field. Preferred: Master’s degree or equivalent.
- Minimum of twenty (20) years of progressively responsible law enforcement experience, including at least 5 years of police instruction or Police Academy management experience.
- Overseas experience required, working in an embassy or with foreign assistance implementing partners.
- Professional level written assessment and analysis in English.
- Strong verbal briefing, presentation, and teaching skills.
- Ability to develop a strategy, to identify and cultivate key relationships, and implement approved strategy.
- Ability to develop work plans, spend plans, and communications consistent with USG standards and adapt to changing guidance.
- Proficient in Microsoft Office Suite.
- Spanish: 3/3, fluency is preferred; English: Fluent
- Experience working on law enforcement issues in an international setting.
- Master’s degree in criminal justice, education, or a related field.
